The Quills syndicate can be accessed after completing all three afore-mentioned quests by walking up the side-trail to the right of the path to the main gate of Cetus and entering the door while in Operator form. They ascend the Tenno Operators into Warrior Operators and provide them with an Amp, a special modular weapon that can channel and enhance their Void Beams to deal more damage.
